Union City Council approves canoe launch contract, removes Landbank lien and awards Renaissance grants

Council President pro tempore Councilor Joyce called the meeting to order at 6:00 p.m. at First Global Methodist Church. After routine approvals of the agenda, minutes and reports, Borough Manager Cindy Wells presented a series of administrative items and project updates.
Wells told the council the borough has a lien of $2,690 on 121 East High Street, a property donated to the Erie County Landbank, and members moved "to remove/satisfy the lien against 121 East High Street for the full amount, approximately $2,690." The motion was seconded and carried unanimously.
On a recreation project, council members reviewed two quotes for a canoe/kayak launch at the American Legion ball field. The EADS Group engineer advised that bids were not required because the cost fell below the $23,200 threshold. Two quotes were listed: Blum Property Services, LLC for $18,541.50 and Construction Services of PA for $16,679. Councilor Osborn moved and Councilor Kerns seconded a motion "to accept the quote of $16,679.00 from Construction Services of PA for the installation of the canoe/kayak launch at the designated area at the American Legion Ball Field upon receiving the easement from American Legion." The motion carried unanimously.
Wells also reported the Renaissance grant cycle received seven applications with a combined project value of $60,606 requesting $23,600 in borough grant funding; available Renaissance funds stood at $90,547.35. Councilor Steadman moved and Councilor Osborn seconded a motion to approve the seven recommended applications totaling $23,600 for the 2024–2025 grant period; the motion carried unanimously.
The council further passed a resolution accepting the Erie Area Council of Government (EACOG) audit report as presented and accepted by COG members.
Procedural notes in the minutes show that motions were routinely carried unanimously. The minutes record that several motions were seconded by "Councilor Winkler," though the attendance list at the start of the minutes names Cross, Winkler and Uber as absent; the minutes do not reconcile that discrepancy.
The meeting closed after routine liaison reports and an adjournment motion at 6:19 p.m.
