APC places Record Digital inquiry on public record; residents press moratorium, annexation and environmental questions

Area Planning Commission staff told attendees on June 24 that an email from a company called Record Digital had been placed into the public record and that the email expresses interest in acquiring the existing crypto site and converting it to an AI data‑center use.
"The area planning office received an email from May Q on behalf of Record Digital," Randy Atkins said, reading the office’s disclosure and emphasizing the office’s transparency. He warned the email is not an application or approval: "This email is a public communication received by the area plan office. It is not an application. It is not an approval. It is not a pilot project designation. It is not a waiver of the moratorium." The APC reiterated that any formal request would still go through the county’s public process and applicable zoning rules.
Residents used the public comment period to press follow‑up questions. Angelita Hall asked whether any data‑center projects had already been approved and who owns the companies; staff said the county has no record of an approved data center application and reminded residents the draft ordinance applies only to unincorporated areas, not to incorporated cities such as Marion, Gas City or Upland.
Several speakers described the existing crypto facility near State Road 18 and I‑69 (near a Dollar General and an electrical substation) as a cluster of shipping‑container units with ties to the local substation. A resident said the existing operation began with a permitted phase in 2022 but that no subsequent phase‑two expansion appears in county records.
Residents also raised concern about how a conversion would interact with the county moratorium. Rita Perkins asked whether permitting a conversion would effectively waive the moratorium or open the county to additional data‑center approvals; staff reiterated that permitting cannot proceed while the moratorium is active and that any conversion would require the same public process as other projects.
Transparency and contact information were also discussed. A resident asked why an email address in the Record Digital message was redacted; APC staff said the address was withheld from the public handout to reduce the risk of harassment but would be provided through a formal records request. A speaker raised legal questions about foreign ownership near critical infrastructure and suggested the county consider elevating such questions to the appropriate state legal authority for review.
Supportive and skeptical views appeared in the public record: a software developer who works in data centers said companies should be required to be "good neighbors," paying for their utility use and preventing pollution or noise that affects nearby residents. Others expressed blanket opposition to data‑center development in the county.
The APC asked staff to keep its process transparent, encouraged any interested companies to participate in the public meetings if they wish to provide information, and scheduled a follow‑up subcommittee meeting for July 8 to continue ordinance drafting and public input.
No county permits were issued at the meeting; the email placed in the public record was described as an initial communication only.
