Union City Council approves municipal repairs, easements and routine business

At its Aug. 13 meeting Union City Borough Council unanimously approved a $22,295 contract to repair a sinkhole and replace pipe at Municipal Lot #1, retroactive easements for 104 East High Street and a kayak/canoe launch, the 2025 minimum municipal obligation, a subdivision plan, and a $500 property purchase for a gazebo project.
Union City Borough Council on Aug. 13 approved a series of municipal repairs, easements and routine administrative items, voting unanimously on multiple motions after brief presentations and staff recommendations.
Streets Supervisor Bob Phillips and consultant Bob Carpenter (Insight) described a sinkhole at Municipal Lot #1 that exposed a 24‑inch clay pipe and recommended replacing the clay tile in the sinkhole area, reconnecting pipes, installing a larger catch basin next to the sinkhole, and replacing about 10 feet of pipe. Two written estimates were presented: Mansfield $22,295 and McLallen Construction $23,450; both bids required the borough to provide a truck for the project. Councilor Steadman moved to award the work to Mansfield; Councilor Osborn seconded and the motion carried unanimously.
Council approved a retroactive easement with Anthony Hickey at 104 East High Street after PennDOT agreed to install a catch basin at the property and the borough committed to installing a second catch basin and approximately 60 feet of connecting pipe. The agreement assigns responsibility for creating and maintaining the ditch between the basins to the property owner; the solicitor will draft the easement.
The council also approved the borough’s 2025 minimum municipal obligation (MMO) submission: $48,029 required for the non‑uniform pension plan and $0 for the police pension plan. Councilor Joyce moved the MMO approval; Councilor Kerns seconded and the motion passed unanimously.
Erie County Planning had approved survey maps for a subdivision of 92 West High Street; council authorized combining a portion of that parcel with 88 and 90 West High Street. Councilors voted unanimously to approve the subdivision and sign the required documents.
Council made a retroactive purchase of a small parcel adjacent to Municipal Lot #3 for $500 to support a planned gazebo project, pending completion of a survey and solicitor documentation. The solicitor is also drafting an easement with the American Legion to install and maintain a kayak/canoe launch at the American Legion ball field along French Creek; funding for that installation will come from the PA Fish and Boat Commission and the PA Environmental Council. Council approved that easement by motion of Councilor Osborn, seconded by Councilor Joyce; motion carried unanimously.
Administratively, council agreed to change regular meeting nights for September 2024 through April 2025 to the first and third Monday of each month at 6:30 p.m.; the next meeting was set for Aug. 27, 2024, with the following meeting on Sept. 16, 2024 because of Labor Day.
All recorded motions at the meeting carried by unanimous vote of the councilors present.
