Union City council approves storm sewer repair, awards park‑trail contract and adopts broadband resolution

Storm sewer repair: Council accepted Mansfield’s $5,000 quote to repair, replace and reconnect pipe at a sinkhole in Municipal Lot #1; the borough will provide pipe and fittings (estimated cost $5,000) pending no additional problems. The motion was made by Councilor James Kerns, seconded by Councilor Steadman, and carried unanimously.
Devereaux Park/French Creek Trail contract: Bids were opened and Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded awarding the project to Vavala Concrete for $84,774; the motion carried unanimously.
Right‑to‑Know policy: Solicitor Wachter recommended clarifying language about anonymous requests in the borough’s Right‑to‑Know Rules and Regulations. Councilor Osborn moved to approve the updated language; Councilor Steadman seconded and the motion carried unanimously.
Broadband Ready Community resolution: Council moved to adopt a resolution authorizing application to the PBDA for Broadband Ready Community designation and appointed Erie Area Council of Governments as the borough’s municipal broadband champion. Councilor James Kerns moved the resolution, Councilor Melissa Winkler seconded, and the motion carried unanimously.
Other business: Council reviewed and agreed to advertise amendments to the parking ordinance and to send amended zoning ordinance language to Erie County Planning and Union Area Planning for comment before advertising. The meeting adjourned at 6:38 p.m.; an executive session on personnel and contracts ran from 6:42 to 7:37 p.m. with no action taken.
