Des Moines County supervisors approve bridge grant, two leases and pick diner for veterans program

The board approved an IDOT Community Highway and Bridge Program (CHVP) agreement to fund the Beaverdale Road bridge project, with county staff noting the county is bundled with projects in Washington and Muscatine counties and will receive 80% of the funding for its portion. "This is just the paperwork," public works official Brian Carter said, adding the project is in final design steps and right-of-way purchase is underway.
Why it matters: the CHVP agreement commits federal funds to a local bridge project the county has already been planning, reducing the county’s share of construction costs and moving the project closer to construction.
Other board actions included:
- Lease approval: The board approved the FY27 lease with the Cottonwood Rivercross Care Facility, a 12‑month agreement with an annual rental of $20,000 (payable in monthly installments of $1,666.67).
- Lease approval: The board renewed a 12‑month lease for Optima Life Services’ recovery center space in the CPC office building with no changes to terms.
- Veterans venue selection: The Veterans Affairs board recommended and the supervisors approved awarding the county’s monthly "coffee and conversation" gatherings to Allstar Maid Diner, 112 West Division St., West Burlington. County staff said the auditor’s office will send form letters to unsuccessful proposers and Veterans Affairs staff will follow up with the selected vendor.
- Final plat: The board approved the final-plat resolution for the two‑lot Ehart Country minor subdivision on Minneapolis Road, subject to required septic permits for any home built on the new lot.
- Permits and renewals: Supervisors approved a cigarette permit for Riverart and a contract renewal with the state for space/security software under an MOU presented by the auditor’s office.
- Personnel and minutes: A personnel action for Drew Tucker (CNA) — 2.44 hours unpaid on June 18, 2026 — was approved. The board also approved minutes of the June 16 regular meeting; at least one abstention was recorded on the minutes vote.
Board procedure: Several routine claims and reimbursements were handled on the consent portion of the agenda. One payroll reimbursement (mileage for Veterans Affairs travel) was tabled for additional information after a supervisor said he had not been present for prior discussion.

Emergency Management’s Shannon Prada reported two successful tests of the county’s outdoor warning‑siren system and asked residents to report storm damage.
The board took no further votes on June 23 related to the lengthy public presentation on a prospective data‑center/mining operator; that topic generated extended public questions but no formal county action at this meeting.
The supervisors adjourned after public input and a presentation that the board asked staff to follow up on with additional information.
