Raymore council approves multiple contracts and budget amendment in June 22 meeting

The Raymore City Council on June 22 approved a slate of contractor awards and a capital budget amendment covering street, water and building projects.
On second reading the council unanimously approved Bill 4037, authorizing the city manager to enter an agreement with Gallagher Asphalt Corporation for the city’s recycle-in-place project (City Project 26-505-201) in the amount of $484,314. The council then unanimously approved Bill 4038, a fiscal year 2026 capital budget amendment of $525,000 tied to that project.
Council approved additional contracts on second reading: Bill 4040 (George Butler Associates — Good Ranch watershed evaluation, $86,316), Bill 4039 (Custom Lighting Services LLC dba Black and McDonald — street light maintenance), Bill 4042 (vacation and acceptance of a waterline easement for the Lofts at Fox Ridge subdivision) and Bill 4041 (VF Anderson Builders LLC — Kurszill Road construction, $4,836,185). All of those passed on council votes shown in the meeting record.
On first reading the council approved a series of other projects: Bill 4043 (Tino Construction Inc. — 2026 sidewalk replacement, $64,725); Bill 4044 (Infrastructure Solutions LLC — Owen Good Force Main Replacement Phase 2, $834,600); and Bill 4045 (Tino Construction Inc. — City Hall refresh project, $195,777.50), which passed first reading 6–1.
The council also adopted Resolution 26-27 to establish the calendar and procedure for a charter review commission as required by city charter section 14.8.
The meeting record shows the consent agenda (minutes, Resolution 26-26 appointments, and final acceptance/payment for the Broadmore and Grancher drainage project) was approved unanimously. Council later took a roll-call vote to enter executive session on litigation under Missouri statute 610.021(1).
Next steps vary by item: several projects are in procurement/notice-to-proceed phases and have associated change-order authority within budget constraints; the Justice Center design process and a number of first-reading items will return to council for final action as indicated in staff reports.
