Detour Plans for Costco Construction Approved by PennDOT; Hempt Road Closing to Begin July 7

KCI Technologies representative Robert Nuss presented approved detour plans for the Costco construction project during the June 25 Silver Spring Township Board meeting.
Mr. Nuss outlined a closure of Hempt Road between Route 11 (Carlisle Pike) and Roaring Fork Road scheduled to begin July 7, with the work expected to be completed by the start of the school year. He said PennDOT has approved the detour plan; a later closure of Lexus Lane at its connection to the Carlisle Pike was also noted. Township Manager Raymond Palmer showed photos of the Costco construction site and reviewed other off-site improvements included in the land-development plans.
Public comment followed: resident Don Franklin raised safety concerns for State Road (Trindle to Texaco) and Texaco Road (Locust Point Road to Route 114), asked that the Board work with PennDOT to expedite improvements, and urged the Board to consider infrastructure limits when evaluating future rezoning requests. Supervisors Lenker and Kotzmoyer acknowledged these concerns and indicated willingness to coordinate with PennDOT.
Next steps: Road work is expected to begin July 7, 2025; staff said they will continue coordination with PennDOT and monitor impacts to local traffic. The Township’s new website is scheduled to go live July 21; a public celebration for 1,000 acres preserved is planned for July 31.
