Towing resolution tabled after industry input; board approves stop sign, grant application and other routine items

The Silver Spring Township Board of Supervisors tabled a proposed towing regulation (Resolution 2025-13) on March 26 after extended discussion with local towing companies and questions about definitions, vehicle substitution and videotaping during vehicle removals. Solicitor Sean Shultz said he would revise the draft resolution to reflect the concerns raised by operators and the board.
Tow operators and industry representatives who spoke at the meeting asked for clarity on the definition of "wrecker," the acceptability of using loaned vehicles when a company's primary tow truck is unavailable, and whether vehicle owners may video the removal process. Solicitor Shultz confirmed videotaping is permitted in the public right-of-way and noted loaned vehicles could be acceptable if identified, and he accepted industry input on draft language. Following discussion, the board tabled Resolution 2025-13 for revision on a Lenker/Kotzmoyer motion.
At the same meeting the board approved a range of routine and project items: Ordinance 2025-02 adding a stop sign at Woods Drive and Walden Access Road; renewal of a 30-day Silver Spring Community Fire Company (SSCFC) fire protection agreement ending April 30, 2025 (contingent on a $5,000 prior-approval limit for non-emergency expenditures); authorization for Herbert, Rowland & Grubic to apply for the Commonwealth Financing Authority PA Small Water and Sewer Grant at a cost not to exceed $4,800; and support for upgrading detection at the Texaco Road & Route 114 traffic signal with MioVision detection (~$18,000 estimated). The consent agenda (minutes, expenses, treasurer's report, improvement guarantees and as-built plan for Shiny Shell Carwash) was approved earlier in the meeting.
The board also received an insurance dividend presentation from Cumberland Valley Insurance showing a $38,937.06 refund tied to reduced claims and a township financial/project update from Township Manager Raymond Palmer. The meeting adjourned at 8:42 p.m.
