Votes at a glance: commissioners grant Montana Wild extension, approve Northstar Landing dust-mitigation plan

At its meeting, the Lincoln County Board of Commissioners approved two planning items: a one-year extension of the preliminary plat for the Montana Wild subdivision and a perpetual road surfacing/dust-mitigation plan for Northstar Landing.

Montana Wild extension: Planning staff said Fully Engineering requested the extension on behalf of developer John Vayak for a 31-lot, seasonally accessed recreational subdivision. Staff recommended — and the board granted — a one-year extension to July 7, 2026, to allow completion of remaining work including potable water storage, electrical systems and final septic inspections. Planning staff said the applicant's goal is "to complete the remaining work required for final plat and submit it by this fall." The motion to grant the extension was made, seconded and approved by voice vote with no public comment.

Northstar Landing road surfacing and dust mitigation: Planning staff presented the required perpetual road surfacing plan (condition six of the preliminary plat) and said it demonstrates reasonable provisions to mitigate dust impacts, noting that "Montana law requires that proposed subdivisions demonstrate that they will not have adverse impacts on conditions relating to public health and safety including the effects of dust on air quality." Staff recommended approval subject to inclusion of the plan in a perpetual road maintenance agreement that binds future property interest holders; staff said the maintenance of dust control would be the responsibility of the Northstar Landing Homeowners Association. A motion to approve the plan was made and seconded; the applicant's representative, Larry, said they are "still waiting for our septic permit" but are actively working on the project. The board approved the plan by voice vote.

What this means: The Montana Wild extension keeps preliminary approval in place through July 7, 2026, giving the developer time to finish remaining infrastructure work and submit a final plat. Approval of the Northstar plan allows the subdivision to move toward final plat steps while placing long-term dust-control obligations on the development's maintenance agreement and homeowners association.

Next steps: Both approvals were granted by voice vote during the meeting; staff will continue to process permits and the developer will continue on-site work and inspections.
