Camarillo council approves 7% raise for city manager amid public objections

The Camarillo City Council voted unanimously on June 24 to approve a sixth amendment to City Manager Greg Ramirez’s employment agreement that increases his salary by 7%, raising base pay from $326,351 to $349,196 effective July 1, and was reported to increase related benefits by $213,460 annually.
The city attorney said the increase follows a closed-session performance evaluation and contract negotiations and that the new salary is within the range for Ventura County city managers. The oral report required under Government Code §54953(c) was provided during the meeting.
During public comment, Spencer Richie told the council he opposed the raise and questioned fiscal priorities given litigation and the cost of the city’s Flock cameras, saying, “I do not think city manager Ramirez should get another salary increase.” Council members responded at length, with Mayor David Tennyson and others defending Ramirez’s record. The mayor cited balanced budgets, reserve levels and infrastructure progress, saying under Ramirez ‘‘Camrillo has maintained one of the strongest financial positions...’’ and council members pointed to accomplishments including Project Hope expansion and major development projects.
After discussion and recorded roll-call votes, the council approved the amendment unanimously. The council noted the decision was based on the city manager’s performance review, market data and the council’s evaluation against strategic goals and objectives. The city attorney confirmed the required oral report had been made and staff will implement the amendment in compliance with applicable reporting rules.
