Lincoln County grants 90-day extension for Northstar Landing subdivision

Lincoln County commissioners voted July 16 to grant a 90‑day extension to the preliminary plat approval for the Northstar Landing subdivision, giving the developer time to finish a shared community septic system, road subgrade and final road work and to sequence power-line installation.
Planner Jesse outlined outstanding items and told commissioners staff recommended a 90‑day extension rather than a full subdivision improvements agreement (SIA) because many approvals had only recently arrived and some work had just begun. "They did not receive DEQ approval until June 23rd," Jesse said, and the septic permit was issued only in early July, giving contractors only weeks to start work.
Applicant Larry Stewart told the board the project has been repeatedly delayed by backorders. "We've been backordered three times on culverts and no delivery date," Stewart said, and added that electronic control panels and other specialty items have been delayed by suppliers. He asked whether the county would consider a narrowly scoped SIA if a vendor delay left only one or two items outstanding after the extension.
County staff said a narrowly tailored SIA or another extension could be considered in October if needed, and the board approved the 90‑day extension by voice vote. Commissioners asked staff to maintain close communication with the developer about backorders and sequencing so the county could act quickly if milestones were met earlier than anticipated.
The extension returns the final plat to the board for review after 90 days; staff also said they need extra time to review the hundreds of pages of final-plat materials, including road plans and profiles.
