Commissioners open competing bids for college roof and fairgrounds sewer; engineers to review

Lincoln County commissioners opened bids on Aug. 13 for two capital projects: a roof replacement at the Lincoln County College campus (Flathead Valley Community College site) and a sewer project at the county fairgrounds.
For the college roof, three bids were received and read into the record. Brick Systems provided a package that, based on the bid materials discussed, totaled about $596,800 for a full tear-off and replacement (with an optional second layer of ISO insulation that staff estimated could add roughly $80,000); Artisan Commercial Roofing submitted a bid of $647,770 that included contingencies for rotted wood and insulation replacement and proposed meeting R30 code for a flat roof; and Advanced Roofing submitted a substantially lower bid of $189,647, proposing a membrane overlay rather than a full tear-off. Representatives disagreed about the appropriate approach: several contractors noted core samples showed saturated insulation in areas, and one contractor said saturated insulation and underlying modified-bitumen layers argue for tear-off and inspection of the roof deck before deciding.
County staff said they will review the specifications and recommended that the county engineer inspect the roof and assess whether an overlay meets performance and warranty requirements or whether a full tear-off and deck repairs are necessary. Advanced Roofing provided unit prices for insulation replacement if wet material is found; staff noted replacing 100% of insulation could add a significant additional cost (one contractor estimated no more than about $150,000 in that worst-case scenario).
For the Lincoln County Fairgrounds sewer project, three bids were recorded: Amus Creek Contracting ($545,999), Noble Excavating ($518,500) and TCI (transcript shows a higher figure recorded as "$615,27" and appears garbled in the record). Bid documents indicate substantial completion on or before Dec. 15; commissioners asked the engineer to review all bid packages for compliance and to return recommendations before any award is made.
No contract awards were made Aug. 13. The board will rely on the county engineer’s assessment of scope, warranty and compliance before taking any procurement action.
