Ken Clever, Information Technology, presented the department’s FY2026–27 budget to the Budget Committee on May 28, seeking to restore a previously authorized Help Desk/Support Technician position (1.0 FTE) at a total cost shown on slides as $124,600.
Clever said the IT group supports roughly 570 users and more than 600 managed devices across county operations and that help-desk staffing shortfalls have produced a net backlog of 116 tickets this fiscal year (1,045 opened, 929 closed). He argued that restoring the Help Desk position would improve first-response and resolution times, increase patch compliance and free senior staff to focus on infrastructure and cybersecurity priorities.
The presentation listed cybersecurity and operational performance metrics: slides showed 102,316 email threats blocked, patch compliance reported at about 82% (with a target of 95%), multi-factor authentication coverage near 99% and phishing click rates well below the 5% target. Clever described initiatives to reorganize the county website for accessibility, evaluate safe AI pilots and develop multi-year financial planning for technology refresh cycles.
Budget Committee members asked about measurable KPIs and the expected impact of the staffing request; no formal action was taken at the session and the Committee will continue budget review at a subsequent meeting.
