Quotes are verbatim excerpts from transcript segments included in the provenance arrays.

Quantitative precision & Omission: Where numeric values were not specified in the transcript (e.g., ordinance effective dates beyond the meeting), articles use 'not specified' or rely on direct transcript language. Utility usage counts and sewer-rate increase were included only where staff explicitly stated them.

Audit findings: Minor issues in initial draft included inconsistent spelling for 'Bonnie McCormack' (fixed), and one place where 'fireworks' wording required clarifying that council debated scope of 'smoking' (resolved by reporting the discussion rather than changing resolution text).
