Resident urges council not to relocate equestrian facility as developer seeks open-space change

Resident Tim Douglas told the council during public comment on June 23 that he opposes a developer plan to reclassify open-space parcels and move the Highstar Ranch equestrian facility.
"The idea of changing the open space development agreement to allow for commercial over in what he was calling zone one, I believe it was right by the fire station, has got several issues with it," Douglas said, describing concerns about trail access, private land between parcels and increased vehicle and horse-trailer traffic near the fire building that could impede emergency response.
Douglas said he has experience with open-space bonds and development agreements and that the equestrian facility is run by a third party, not the developer. He told the council that, at a developer public meeting, the presenter said abandoning the equestrian facility was an option if approvals were not secured. "They said, 'Yeah, that's an option. We have talked about that,'" Douglas said.
The presiding official responded that the city attorney will prepare a side-by-side memorandum comparing current entitlements and the developer's requested changes. "Once we get that side-by-side comparison, it makes it easier to understand ... what we'd be giving up or changing," the presiding official said, and council agreed to wait for the attorney's analysis before taking any action.
No formal council action on the developer proposal occurred at the meeting; council directed staff to produce legal and entitlement comparisons for future consideration.
