Wilson County commissioners approve multiple contracts, budget amendments and awards including Creekwood road project

At its June 22 session the court approved ESD bonds, a CASA MOU renewal, a Bis consultant IT contract, an autopsy services renewal, a construction award to DND Contractors for Creekwood Phase One, and related budget amendments and donations; votes on each item were recorded by the court.
Wilson County commissioners voted on a series of routine but substantive items at their June 22 meeting, approving bonds, contracts, a construction award and several budget and in-kind donations.
The court accepted two bonds for ESD3 board members (Eddie B. Chandler Jr. and Cindy How Oats), entered certificates of completion into the record, and approved renewal of a memorandum of understanding with CASA of South Texas effective Jan. 10, 2025 through Jan. 9, 2027.
Don Palazic Barnett, the County Tax Assessor-Collector, briefed commissioners on a recurring annual services agreement with Biz Consultants to provide automated server backups and IT maintenance for the appraisal district and county tax office server. The court approved the presented contract for the 2026 calendar year; the assessor stated the annual amount as $2,339.70 and that the expenditure is already budgeted.
The court approved renewal of autopsy and forensic pathology services with Ray Hernandez, MD PLLC, covering June 1, 2026 through Dec. 31, 2027, after discussion of timing and the county’s anticipated access to a regional medical examiner facility.
The county awarded the Creekwood Phase One construction contract to DND Contractors as the low bidder and authorized the county judge to execute the contract. To fund the project, the court amended the 2025–26 budget to move $300,000 from the Precinct One road and bridge reserve fund into the road and bridge repairs line item.
Other votes included acceptance of an in-kind donation of road material and labor from Howard Blacktop LLC, acceptance of $80,000 in Senate Bill 8 grant funds awarded to the Sheriff’s Department, and declaration of three surplus weapons and award of the sale to Red Status Gun Works for $19,675.
Where motions and seconds were recorded, the court voted unanimously to approve the items presented. Several items — notably plats and some permitting items — were tabled or taken no action pending additional documentation or signatures.
