City staff told the council two bids were submitted and the low bidder (identified in discussion as Cass/Cast Construction) quoted approximately $73,722, which falls below the city's budgeted $85,000 for the project. Staff explained that a separate bidder's price likely approached or exceeded the $75,000 prevailing‑wage threshold, which can increase labor costs and change hourly wage obligations for the entire project.
A staff presenter said the project was not engineered to a full set of engineered plans; instead, bids were based on a written spec sheet and the city required construction to meet code. “We did not have it engineered. It was simply a spec sheet with specs off of what we expected,” the presenter said, adding that staff and local contractors had provided estimates used to set the budget.
Council members asked how the city will hold the contractor to the bid price; staff replied the city will use a contractual agreement that limits unilateral price increases and binds the contractor to the bid amount unless formal change orders are approved.
The council approved the resolution to accept the low bid and award the work; the motion passed by voice vote and a formal contract will follow.
