Weld County OKs ballot dropbox IGA, youth program contracts and foster-youth grant application

At its June 17 meeting the Weld County Board of County Commissioners approved an intergovernmental agreement to locate, install and maintain a 24-hour ballot dropbox at the City of Gley Fire Station No. 1, following a presentation by Rudy Santos, chief deputy clerk and recorder. Santos told commissioners the dropbox was relocated because ongoing downtown construction required moving the previous box two blocks south; the board authorized the chair to sign the IGA.
The board also approved a combined CHAFFY and Colorado foster-youth transition-to-adulthood grant application and services plan presented by Jamie of the Department of Human Services. Jamie said the grants support housing, education, employment and transition services for eligible current and former foster youth; the board approved the application and authorized the chair and department to sign.
Separately, the board approved a memorandum of understanding (contract ID 10712) pairing the Weld County Youth Conservation Corps with the "Pter Learning Center" for bridge repairs, habitat restoration and vegetation management, and approved contract ID 10816 to purchase 21-day alternative-to-detention placement services with Shiloh House, which county staff said would provide comprehensive assessments while avoiding secure placement. Commissioners also approved credentialing through Rocky Mountain Health Plans (contract ID 10849) to bill Medicaid for high-fidelity wraparound services, replacing a prior agreement with Beacon Health Options.
In public comment, Steve Tits urged the board to clarify funding for a downtown legal center, highlighted gaps in transit for medical and job access, and questioned the state's choice of a new Medicaid broker and whether it could manage services statewide. Commissioners responded with thanks for his advocacy and noted the matters are under discussion or require state action.
What happens next: County staff will execute the IGA, submit the state grant application, and proceed with contract signature and administrative processing as appropriate.
