Beaver Borough Council authorizes Comprehensive Plan update and approves routine motions

Beaver Borough Council on July 9 voted to authorize the Planning Commission to commence an update of the Beaver Borough Comprehensive Plan. The motion, made by Roberta Good and seconded by Amy Stettler, passed by voice vote; the minutes record the vote as unanimous.
The council also approved other routine items by voice vote: acceptance of the June 25, 2024 meeting minutes (motion by Whitney Learn-Conjeski, seconded by Roberta Good) and authorization to pay submitted invoices (motion by Amy Stettler, seconded by Roberta Good). All motions recorded in the minutes passed unanimously.
Manager and Chief Dan Madgar reviewed several administrative items during the Manager/Secretary report. He thanked the Dutch Ridge PTA for organizing the Carnival on short notice; reported work with Brighten Music to address echo and sound inside the Pool House Civic Center; noted a children’s zoo event to be hosted with the Beaver Area Memorial Library; and reported an upcoming concert organized by Larry Renninger. Madgar also said staff are researching grants to improve outdoor lighting at Shaw Park.
Madgar told the meeting the Police Department will apply for a 50/50 grant for new body cameras because current cameras are outdated; if the grant is awarded the borough would be responsible for approximately $50,000, and if not awarded the borough will need to budget for the expense. The minutes do not show any formal budget vote tied to that potential expense during the July 9 meeting.
Solicitor Garen Fedeles reported he is drafting a three-strike ordinance targeting disruptive residential rental properties and expects to present a draft to Council soon. Council President Sean Snowden indicated he will write a letter on behalf of Council supporting back-lit/digital signage proposed by the Beaver Area School District; that letter will be presented to the Zoning Hearing Board.
