Councilor Margaret McKean said she believes the Shade Tree Commission should be present during discussions when a resident appeals a commission decision and that residents claiming tree‑related property damage should provide supporting evidence. Council President Sean Snowden asked that it be recorded that borough staff did not mismanage tree permit applications and directed the borough manager and solicitor to draft an appeal protocol designed not to add financial burdens to residents.
The Shade Tree Commission also noted its intent to recruit additional members and referenced the annual Tree City USA application, which assesses trees planted and removed each year. Borough staff told council that minutes and agendas from recent commission meetings were included in the packet and that final meeting minutes would be provided when available.
What happens next: staff will draft an appeal protocol with the solicitor, the commission will continue its permit application work and partnership with the arborist, and council may see related budget or staffing requests if recruitment or program costs are proposed.
