Board approves bids for 38th Place stormwater work; staff sets bid schedule

The Hoover Sanitary Stormwater District approved issuing plans and advertising bids for Phase 1 and 2 of the 38th Place/Fillmore stormwater improvements and agreed to reissue bid documents for the County Line culvert project to run concurrently.
Staff said Phase 1 and 2 plans and specifications are ready and that DNR permits for required outfalls have been received. The board approved a schedule that staff will advertise on April 9 and 16, hold a pre‑bid conference on April 30, open bids May 7 and return to the board for award at the May 12 meeting.
A staff representative told the board the current engineers’ estimate for phases 1 and 2 is about $5.3 million including a 15% contingency. The board approved proceeding with Phase 1 and 2 and with reissuing County Line culvert bid documents so both projects can be bid within the same procurement window.
Board members discussed whether to bundle projects for pricing and confirmed the County Line project would have a shorter bid window and a separate award timeline. The board voted to proceed with advertising and to accept the recommended bid schedule.
Staff said they will return with bid results and a recommendation for contract award at the May 12 meeting.
