Council delays handrail decisions at tennis courts pending JPIA safety review and association coordination

Rolling Hills Estates — The council received a verbal update June 22 about possible additional handrails or guardrails at the Rolling Hills tennis courts and agreed to delay new work until the Rolling Hills Community Association advances its planned cabana construction and until the California Joint Powers Insurance Authority (JPIA) provides a written risk assessment.
Staff said the project currently meets ADA standards. The staff presentation noted that a recent site review with JPIA raised several minor safety and accessibility concerns staff intends to address, including a movable stop sign that obstructs an ADA ramp and a parking bollard misaligned with the marked accessible stall. Staff said those were straightforward fixes and that the association requested the city avoid modifications that could be damaged during the association’s cabana construction.
Council action: Council voted to receive and file the report and to defer any additional installations or pricing until after the association completes its related work and the JPIA provides a written analysis. Staff said it expects the JPIA report within days to weeks and will return with more definitive recommendations and cost estimates.
Next step: Staff will correct immediately fixable items (the movable stop sign and parking bollard alignment) and provide the JPIA’s written recommendations and a follow‑up report at the next council meeting.
