The Orange County Board of Health recorded several formal actions Feb. 25. A summary of motions and outcomes follows:
- Budget request: Motion to approve the total FY26-27 operating budget request of $10,734,044 and forward to the County Manager and Board of County Commissioners (mover: Dr. Alison Stuebe; second: Dr. Lee Pickett). Outcome: approved; motion carried without dissent.
- Fee changes: Motion to approve all division fee changes for FY26-27 and forward to the Board of County Commissioners (mover: Dr. Lee Pickett; second: Dr. Aparna Jonnal). Outcome: approved; motion carried without dissent.
- Inactive Accounts Policy revision: Motion to extend the period before debt is deemed uncollectible from 12 to 24 months and to increase frequency of sending debts to collections from annually to twice yearly (mover: Dr. Rachel Royce; second: Dr. Aparna Jonnal). Outcome: approved; motion carried without dissent. Staff reported ~1,390 unique debtors and approximately $262,000 in outstanding debt with over $70,000 collected to date.
- Board member reappointments: Motion to recommend Dr. Rachel Royce for a second full term (mover: Dr. Lee Pickett; second: Dr. Brian Crandell). Outcome: recommended; Dr. Royce abstained; forwarded to BOCC. Motion to recommend Dr. Shielda Rodgers for a third full term (mover: Dr. Lee Pickett; second: Dr. Aparna Jonnal). Outcome: recommended; Dr. Rodgers abstained; forwarded to BOCC.
All recorded votes carried. The matters that require outside action (budget and fees) were forwarded to the Board of County Commissioners for formal adoption or review.
