Red Hook steering committee advances comprehensive plan into goals-and-strategies phase

The Town of Red Hook Comprehensive Plan Steering Committee agreed Feb. 24 to move from the visioning phase into the goals-and-strategies phase after reviewing outreach results and discussing how to structure the draft plan.
Eric Pierson of Pattern for Progress recapped themes from the committee’s earlier review of example plans, saying the group should balance “polish” with utility, keep the plan approachable and use appendices for supporting material. Committee members discussed how vision statements, goals, objectives and strategies could be organized, the appropriate degree of specificity for strategies, whether to include spatial elements, and how to address implementation.
Pierson reviewed Phase 1 engagement to date: notes from 17 Kitchen Table conversations have been submitted, 130 survey responses have been completed, and several focused engagement activities were held at the Red Hook Community Center. Committee members reported that middle school and high school student engagement is scheduled for March. The steering committee concluded the engagement gaps identified in January have largely been addressed and that the visioning survey, which will close at the end of February, produced sufficient input to move forward.
The committee discussed plans for Phase 2 outreach. Workshop #2 is likely to be held in May in an expo-style format to confirm that the draft vision and goals reflect what residents said and to solicit ideas for strategies. The group discussed broad promotion and accessibility measures, including lawn signs or postcards. The committee also plans a display for Apple Blossom Day on May 9 to complement the workshop and will run targeted focus groups after Workshop #2 to gather more specific input on strategies.
Eric Pierson and Chair Julia Solomon said they will reach out to several town committees to arrange initial conversations ahead of the focus groups. The steering committee scheduled its next meeting for March 24, 7:30–9:00 p.m., with an agenda that will include Phase 1 findings and Phase 2 community engagement plans.
Background: Committee members emphasized tailoring the plan’s length and presentation to intended audiences (the Town Board, committees and residents) and including brief history/context sections as well as clear implementation steps. No formal votes or ordinances were recorded at the meeting.
