The Napa Valley Unified School District board heard an annual oversight report on Measure A2 and a detailed facilities update describing active construction across the district during its regular meeting.
Anne Ederainada, chair of the Measure A2 Citizens Bond Oversight Committee, told the board the committee has reviewed district expenditure reports and, "to the best of its knowledge, the Napa Valley Unified School District is in compliance" with Article 13A requirements and that bond proceeds have been spent only for ballot-specified purposes. Ederainada noted two bond sales (August 2023 and May 2025) and said the bond authorization totaled $25.5 million with $15.3 million encumbered as of June 30, 2025.
Assistant Superintendent Rob Manguala provided a facilities and bond program update, saying there are nine general contractors working on nine active projects across 17 campuses. He described construction milestones visible around the community and explained that, for some HVAC work, a helicopter was used to remove units when crane access was less cost-effective. Manguala also highlighted quality-control steps such as mock-ups and flagged site-specific challenges: Redwood required extensive work due to its original construction (old-growth Douglas fir framing), while Stonebridge encountered dry rot and previous termite damage that will require change orders charged to contingency funds.
