Council hears first reading of budget amendment; approves $15,000 parade security allocation

The Enumclaw City Council received a first reading of Ordinance No. 2841, the city’s 2026 budget amendment, and approved Resolution 1881 on June 22 to formalize how previously authorized parade security funds would be spent.

Kristen Reed, the city’s finance director, said the ordinance is the first budget amendment for 2026 and updates actual beginning fund balances. Reed told the council that the difference between the estimated and actual beginning fund balances was almost $2.4 million, primarily due to projects that were estimated to finish by year end but were not. She said revenue increases of about $1.4 million reflect grants and rollovers, and expense increases of about $2.6 million account for rollovers and project timing; after the amendment the ending fund balance would increase by just over $1.0 million. Reed also flagged two temporary staffing adjustments tied to implementation of new financial software: increasing a media‑services technician from 0.5 FTE to 1.1 FTE and adding a 0.5 FTE administrative specialist in finance while software is implemented.

Separately, Resolution 1881 — read by the city clerk and recommended by Parks Director Lina Hicks — authorizes the use of $15,000 previously approved by council to cover Fourth of July parade security and event staffing. Hicks said the resolution allocates $8,500 for parade barriers, $2,500 for overtime to cover six additional city staff, and $4,000 to the Chamber of Commerce to hire security and event staff. The council moved, seconded and approved Resolution 1881 by voice vote.

Council approved the meeting minutes and the consent agenda earlier in the evening by voice vote. No ordinances were adopted tonight; both Ordinance 2839 (electric motorcycles) and Ordinance 2841 (budget amendment) were presented for first reading only and will return for later consideration.
