Council opens first readings for airport zoning and commercial-use zoning amendments; no public testimony recorded

Enumclaw — The City Council on May 26 opened public hearings and read titles for two proposed ordinances: Ordinance 28-37, proposing amendments to the airport zoning district to reduce minimum side-yard setbacks from 20 feet to 10 feet and to allow structures up to 18 feet where the airport zoning district abuts residential zoning; and Ordinance 28-38, which would expand permitted uses in specified commercial and light-industrial zones to include arts and vocational schools, gyms, health studios and animal care services while adding standards for animal shelters, daycare and boarding.
City clerk Jessica noted a written communication from Beck Sessa regarding Ordinance 28-37; senior planner Winston Larson presented both staff reports and explained the planning commission recommended approval for both items on April 23, 2026. For Ordinance 28-37 Larson said the proposed changes would make airport-district development standards more adaptable while keeping aviation operations compatible with nearby uses. For Ordinance 28-38 Larson said the amendments provide definitions and new standards for animal shelters and daycare/boarding including inside pens, setbacks from residential zoning and waste-disposal requirements to address compatibility concerns.
Mayor opened the hearings to public input at 7:07 and 7:12 p.m.; no speakers from the public came forward on either ordinance and the mayor closed each hearing after the one-call for testimony. Staff recommended first reading; the items will proceed through ordinance adoption steps per normal procedure.
Next steps: staff will prepare ordinance readings and subsequent ordinance adoption steps as scheduled; council may consider amendments in future readings if requested.
