Council adopts fee schedule update including new two-day swim-team option and cemetery pricing adjustments

Enumclaw — The council voted May 26 to adopt Resolution 1879, a package of fee updates that includes Parks Department changes to swim-team programming and cemetery pricing as well as an automatic consumer-price-index adjustment to the school impact fee.
Parks & Recreation Director Alina Hibbs told council the aquatic center’s three-day EELS swim-team currently costs $276 for three days a week and staff recommended adding a two-day-a-week option priced at $225 to provide a more affordable choice while keeping meet participation consistent. Hibbs said the two-day option reflects program structure and fewer practice days while preserving participation in scheduled meets.
The same resolution includes several cemetery fee adjustments covering infant lots, cremation garden lots and alcove niches inside the mausoleum; staff explained many categories were sold out and the packet shows revised pricing for remaining alcove niches. Council was presented the fee tables in the packet; specific per-niche increases and the full cemetery pricing table are contained in the resolution packet.
Planning/finance staff (Chris) explained an automatic 3.1% adjustment to the school impact fee based on the Consumer Price Index for the Seattle–Tacoma–Bellevue area; the adjustment was implemented administratively on April 1 and this action aligns permit paperwork with the implemented fees. Staff said district capital facilities plans will be evaluated later this summer in coordination with the school board and the city will consider whether to deviate from the CPI policy at that time.
Council moved, seconded and passed Resolution 1879 on voice vote. Staff noted the cemetery board did not have a quorum to meet, so the item was taken directly to Council to avoid delaying Weeks Funeral Home and operational adjustments.
Next steps: updated fee tables will be reflected in permits and Parks program registration, and staff will coordinate with the school district on any further adjustments if the district’s capital facilities plan changes.
