The Oneida County Public Works & Solid Waste Committee on April 16 reviewed a facility assessment by Kraus‑Anderson that identified about $13.9 million in deferred maintenance at the Rhinelander highway department and discussed options ranging from partial renovations to a full rebuild estimated at $22–$25 million.
James Rognstad of Kraus‑Anderson presented the assessment, listing electrical, drainage and fire suppression as primary needs and offering cost comparisons and broker opinions of site value. Rognstad described options including adding heated storage, demolishing and reconstructing cold storage, adding a wash bay and creating space for roughly 26 vehicles; he said a full rebuild would likely fall in the $22–$25 million range.
On a motion by Dan Hess, seconded by Chair Ted Cushing, the committee voted to deny all proposals received for fire protection, plumbing and electrical upgrades and to open a new RFP limited to electrical upgrades for the Rhinelander facility. Committee members discussed that funding for other projects had not been approved by the executive committee for 2026 and that the electrical work was the immediate priority to keep systems code‑compliant and operational.
Kraus‑Anderson representatives said they were not advocating a specific outcome but offered options for the executive committee’s consideration. The minutes record that committee members expect to refer deliverables and any broader funding requests to the executive committee for further direction.
