The Oneida County Facilities Committee unanimously elected Billy Fried as vice chairman and approved routine procedural items — including the agenda, April 13 minutes and the department’s annual furniture and equipment request — at its May 4 meeting.
The committee approved the agenda on a motion by Robert Briggs, seconded by Robert Almekinder, and approved the minutes on a motion by Robert Almekinder, seconded by Billy Fried. The annual furniture and equipment request memo was approved on a motion by Robert Briggs, seconded by Kyle Kilbourn. All votes were recorded as 'Aye' by the committee members present.
Members also heard staff updates on facility maintenance and capital planning. Troy Huber summarized a Wisconsin Counties Facilities Directors meeting, saying "many counties are experiencing issues with architects, change orders, and rising project costs," and noted some counties are increasing contingency funding for major projects. Huber reported the jail kitchen walk‑in freezer had been serviced and was now operating as intended; he warned that compressor failure would be expensive and that the freezer and cooler mechanical systems are included in the proposed 2027 CIP.
On the Timber Drive parking lot, Huber said winter deterioration and frost heave caused significant damage; Buildings & Grounds placed gravel in the most damaged corner as a temporary measure. Lindsey Kennedy said Corporation Counsel determined the Timber Drive project does not qualify for Opioid Settlement funding and that the project remains on the 2027 CIP. Kilbourn suggested informing department heads about available storage items before they request formal quotes, a step Kennedy agreed staff would take to improve efficiency.
Other updates: the maintenance plow truck has a new estimated arrival of April 24–May 12; the PH/ADRC roof replacement contractor is scheduled to begin the week of May 4; and Finance provided a February invoice‑paid report instead of April, with the April report to be presented at the next meeting. The committee reviewed the 2026 year‑to‑date budget (no dollar figures were included in the transcript). Chairman Fisher adjourned the meeting at 9:41 a.m. The committee set items on the next agenda to include the courthouse crawlspace matter and plaster repairs.
