Council puts library board appointments on hold after debate over governance and an IGA

Evanston — The City Council on June 22 delayed appointments to the Evanston Public Library board after members spent substantial time debating board independence, the status of a proposed intergovernmental agreement (IGA) and whether a sitting council member should be placed on the board.
Council Member Rogers moved to place agenda item AP1 (Resolution 124‑R26 appointing board, commission and committee members) on hold, citing a need for more information from the law department and clarity about the city's IGA draft with the library. A motion to overturn the hold failed by a 3–5 roll call. The hold means the appointments will be considered at the council’s July 13 meeting.
The debate drew several themes. Supporters of immediate appointments argued the library board was functionally unable to operate with only a small number of remaining trustees and that appointments were necessary so the board could resume work (the library’s next scheduled meeting is July 15). Opponents emphasized preserving the library board’s independence and warned appointing a sitting council member could undercut that autonomy. Corporation Counsel Alex Ruggie noted the Illinois Local Library Act allows the mayor and council to appoint trustees and that "not more than one member of the city council shall be at any one time a member of the library board." (75 ILCS 5/4‑1.)
Council members also discussed the IGA's status and whether the board itself should be a formal party to any agreement; some suggested additional public discussion about the IGA and a fuller council review before any appointments are finalized.
Outcome: AP1 was placed on hold and will return to council on July 13 so the council can review the IGA and confirm appointees with the additional context discussed on June 22.
