The Medina County Board of Commissioners on Wednesday read a resolution commending Debbie Kylie for 32 years of service with the county Department of Job and Family Services and formally approved annual substitute care contracts for the department.
The board’s proclamation, read into the record, noted Kylie began with Job and Family Services on Nov. 28, 1993, advanced through multiple eligibility and supervisory roles and served as the agency’s director, overseeing more than 100 employees and an annual budget the resolution described as approximately $10 million. Commissioners moved and approved the resolution by roll call.
Speaking at the meeting, Kylie thanked agency staff and said the recognition reflects the daily work of the department. “I am so grateful for my time there and the people that show up every day,” she said, adding that the honor was “not about me. It’s about what you guys do every day.”
The board also approved an annual resolution authorizing contracts for substitute care of children used by Job and Family Services. The motion to approve the contract resolution was moved and seconded and passed by roll call.
Next procedural steps: the proclamation marks Kylie’s retirement effective June 30, 2026; the substitute care contract was authorized at the meeting and implementation will proceed under department staff oversight.
