A staff member updated the committee on water-infrastructure plans, saying the Lime Street project plans were approved by the New Mexico Environment Department and that the first round of funding—$4.7 million—was approved through the finance department. The staff member said the project still needs roughly $12–13 million to complete construction and that engineers have requested a $17,000 technical memo to answer outstanding questions required for further funding transfers.
The well-field and distribution work are at about 60% design, the staff member said. The current scope includes two 1.5-million-gallon tanks, a booster station and rehabilitation of a 24-inch main within town. If the additional funding is secured, the project timeline could be 18 to 24 months.
On reuse and the wastewater plant, the consultant CDM Smith completed a comprehensive plan; staff estimated roughly $608,000 would be required to restart reuse flows and approximately $2.5 million to fully rehabilitate the reuse plant. Committee members were told the Water Trust Board may be a likely funding source for the wastewater treatment plant rehabilitation and staff will continue to pursue multiple funding avenues.
The committee asked staff to complete and submit required engineering memos and to keep the committee informed about funding commitments and schedule impacts.
