Town Council backs regional grant for Quandre Trailhead improvements with up to $400,000 match

At its June 23 meeting the Breckenridge Town Council voted to approve Resolution No. 10, Series 2026, expressing town support for a Summit County Outdoor Coalition regional partnership grant application to fund Quandre Trailhead improvements under the Southern 10 Mile Recreation Access Plan (STRAP).
Town staff said the proposed project package anticipates a $1.2 million grant award, a $400,000 county contribution and a town match not to exceed $400,000 from open-space funds to cover an estimated total project cost of about $2.0 million. Town staff (Duke) told council the match would be spent proportionally over the next three years if the grant is awarded.
The project scope described by staff follows Volpe Center recommendations for the Quandre Trailhead: increase parking capacity, add vault toilets and a kiosk, improve trail connections and pave the parking lot to lower long-term maintenance. Staff said increased parking capacity can reduce reservation pricing barriers and potentially allow shuttle service to be operated free to users if parking revenue is retained for transit operations.
Council asked how the town’s match would be handled if costs come in lower than estimated; staff replied the match would maintain proportion with the county and grant contributions, and any excess grant funds could be redirected to other STRAP projects.
The council motion to approve the resolution passed by roll call vote with all members recorded in favor: Council members Luckkey, Carlton, Beckerman, Paige, Sun, Gerard and Mayor Owens.
No additional binding appropriations were adopted at the vote; staff indicated the town’s match would be subject to future appropriation and the multi-year spending plan described in the staff memo.
