FORT MILL — The Fort Mill Town Council approved a reimbursement resolution that lets the town begin YMCA facility improvements now and later reimburse those expenditures with debt proceeds, and it approved a first reading of a $7 million capital project ordinance to fund renovations at the YMCA complex.
The reimbursement resolution (item 5b) is procedural: it authorizes the town to incur and spend funds for the YMCA project now and declares the council’s intent to reimburse those expenditures when it later issues debt. "This resolution will allow us to go ahead and spend money to get the project going, but then just announce that we intend to reimburse ourselves, with debt proceeds at some point in the future," said Eric Davis during the council presentation.
The capital ordinance (item 5c) establishes a capital budget of $7,000,000 for YMCA renovations and passed its first reading; councilmembers discussed multi‑year financing and an anticipated debt term around 20 years. The ordinance will return for further readings and final adoption in subsequent meetings as the town completes debt issuance planning.
Public comment at the start of the meeting requested oversight: Herb Tesch urged the council to invoke contract provisions with the Upper Palmetto YMCA that, he said, would allow the town to ask the YMCA board to review conduct at the complex and to report corrective actions back to council. The mayor publicly thanked Tesch and the council said it takes his concerns seriously; staff noted the project includes maintenance, roof replacement and other necessary repairs.
