"Each nominee will receive a copy of their nomination, a certificate, a pin for their badge, and they will all be recognized annually at the ceremony," Black said. Council members discussed whether the Elks Lodge or the foundation should be the liquor-permit applicant; staff noted the town's liquor code requires public notice at least 10 days before serving and that an applicant must meet that posting requirement. The council approved the permit with the understanding the Elks would be serving on the foundation's behalf or be listed appropriately on the application; members said they would clarify paperwork and notice procedures going forward.
Fee schedule and check register: The council approved the 2026 fee schedule (effective Jan. 1, 2026), which includes adjustments for meters, certified VIN inspections and other permit fees; staff said the schedule reflects statutory and zoning clarifications. The council also approved the October 2025 check register by motion.
BLM support letter: Council voted to approve a letter endorsing the BLM White River Field Office's CPW motorized grant application to fund two to three seasonal park rangers, tools, a UTV, fuel and maintenance; members said the BLM has historically worked cooperatively with local volunteer groups and field staff.
