Rangely council approves NDME grant application and routine business; multiple board appointments confirmed

The Rangely Town Council carried several routine measures and a grant application at its meeting.
Council approved the August 26, 2025 minutes. It then reviewed and approved the August check register after staff answered questions about several line items, including event donations, housing rent adjustments, travel and veterinary bills. Andy Schaefer moved to approve the register and Sean Morgan seconded; the motion carried.
The council also authorized submission of a $20,580 grant application to the Colorado Natural Disaster Mitigation Enterprise (NDME) to purchase and install a tribometer and controls designed to improve water-treatment monitoring and efficiency. Staff described the opportunity as an emergency-management grant that had to be filed by the deadline; the application was approved but success was not guaranteed.
Several appointments were confirmed: Jeremy Lori, Beth (Elizabeth) Wy, Diane Seismore and Emma Baker were appointed to the Rangely Historical Preservation Board; Jeannie Caldwell and Keely Ellis were appointed to advisory roles on that board. Council also appointed members to the Rangely Development Association and Rangely Development Corporation to fill vacancies.
On water quality, staff advised residents the water remained safe to drink but that ash-related taste and odor issues from recent fires may persist as turbidity and runoff settle; staff posted an update to Facebook.
No formal votes were recorded to reject any of the listed motions; where motions passed, the meeting record showed the chair called for voice votes and declared the motions carried. The council noted several upcoming items, including a public pitch competition on Sept. 29, 2025.
Next steps: staff will continue follow-up on financial questions raised during the check-register review and proceed with the NDME grant application process.
