Rangely council approves $50,000 pre‑development grant application for duplex project; interim manager authorized to sign

The Rangely Town Council voted Sept. 23 to approve an application to the Colorado Department of Local Affairs Division of Housing seeking a $50,000 pre‑development grant for the Rangely duplex project, and authorized Interim Town Manager Lisa Pairing to be the town’s signatory on the application and agreement.

Lisa Pairing, the town’s interim manager, told the council the budget worksheet for the application lists appraisal and closing costs already spent on the three lots and that the maximum the town would receive through the predevelopment program is $50,000. She said the town does not expect to expend local funds for the predevelopment phase.

Councilmember Tim Weber made the motion to approve the DOA application, and Councilmember Todd Bank seconded. The motion passed. The council also approved a separate motion to authorize a written letter naming Pairing as the authorized officer to apply for and sign the grant documents.

The council did not specify any local match or additional town funding commitments for the predevelopment work at the meeting. Next steps noted by staff include finalizing the application and submitting the signed agreement so the town can pursue the quarterly reimbursement process if awarded.

The council’s actions authorize staff to complete the application process; final award decisions rest with the Division of Housing.
