Upland Township approves Hankin-funded upgrades, adopts Act 537 special study to move Eagle View flows to DAARA

On June 25 the Upland Township Board of Supervisors approved agreements with the Hankin Group and the Uwchlan Township Municipal Authority to fund infrastructure (Hankin up to $3 million) to divert Eagle View wastewater to the Downingtown Area Regional Authority (DAARA), and adopted Resolution 2026-20, an Act 537 special study to transfer 50,000 gpd and begin plant decommissioning.
The Upland Township Board of Supervisors on June 25 approved a memorandum of understanding and a second amendment to arrangements among the Township, the Uwchlan Township Municipal Authority and the Hankin Group to fund infrastructure needed to decommission the Eagle View wastewater treatment plant and divert wastewater flows to the Downingtown Area Regional Authority (DAARA).
According to the chair, the Hankin Group will fund up to $3 million of infrastructure improvements necessary to facilitate the decommissioning effort, including construction of a force main and related facilities. The agreements also include a $100,000 contribution toward a Route 100 and Route 113 corridor planning study, assistance providing power for an anaerobic-digestion (AD) storage unit at the Eagle View athletic fields, and cooperation on a trail signage plan. “We're recommending approval of these agreements as presented,” the chair said.
The board also adopted Resolution 2026-20, authorizing submission of an Act 537 special study to the Pennsylvania Department of Environmental Protection. The study sets out a plan to transfer 50,000 gallons per day of sewer capacity from East Caln to Uwchlan, permit diversion of Eagle View flows to DAARA through new sewer infrastructure, and establish a path toward decommissioning and eventual demolition of the Eagle View treatment plant. The chair told the board that Hankin will pay for the 50,000 gpd of capacity and most new infrastructure; work associated with a $500,000 grant received by the municipal authority may not be covered and any remaining project shortfalls are expected to be covered by existing sewer-fund dollars.
A board member moved to approve the memorandum and amendment and later moved to adopt Resolution 2026-20; both measures were seconded and passed on voice votes. The Act 537 study will be submitted to DEP as authorized; further permitting and construction steps will follow DEP review and any required approvals.
