The Upland Township Board of Supervisors voted June 25 to authorize staff to advertise a public hearing on a PRD-1 overlay zoning ordinance, an accompanying zoning map amendment and a tentative planned residential development application submitted by Rockwell Downingtown LLC.
The board's chair said the action is a procedural step required under the municipality's planning code and “does not constitute approval of either the ordinance or the development application.” The advertised hearing dates will be July 23 and July 27, with July 29 reserved if additional time is needed. Staff and the township solicitor will handle required public notices and hearing preparations.
The authorization opens a formal public-review process that allows the board to receive testimony, review evidence and hear public comment before making any final decisions on the merits of the application. According to the chair, the board will have 60 days from the conclusion of the hearing to act on the PRD plan; ordinance action may be taken at or after the hearing process.
A board member moved to permit advertising for the hearing and a second carried the motion; the authorization passed on a voice vote. The hearing record will return to the board for formal consideration on the advertised dates.
