Council approves special-use approach and removes fueling-point cap in CGS zoning after Kwik Star request

Council approved a zoning-text amendment June 9 to allow greater flexibility for fueling points within the CGS zoning district after a request from Kwik Star.
Staff explained CGS is a newer district intended to be adjacent to residential areas and currently includes a cap on the number of fueling positions at a gas station. Kwik Star asked to allow up to 20 fueling positions at sites in that zoning district (their Dayton Avenue station has that format). Council discussed whether increasing fueling points could create compatibility issues with surrounding residential uses or whether existing architectural, buffering and landscaping standards in CGS would adequately mitigate impacts.
After opening and closing public comment with no speakers, the council voted to adopt an approach that eliminates the maximum fueling-point limit and creates a special-use permit process for convenience-store fueling configurations in CGS to ensure site-specific review and mitigation where appropriate.
