Zeeland Planning Commission unanimously approves 2026 Capital Improvement Projects list

The City of Zeeland Planning Commission on Jan. 8, 2026, voted unanimously to approve its 2026 Capital Improvement Project list and forward the recommendation to City Council for consideration during council strategic planning sessions. Motion 2026.01, made by Commissioner Dan Klompmaker and supported by Commissioner Rebecca Perkins, passed on a roll call vote with all present members voting aye and Commissioner Amanda Cooper absent.
Zoning Administrator Timothy Maday said the CIP list grew from an October bus tour and subsequent Commissioner rankings. He told the Commission the list may be reordered by the body but urged approval at the January meeting so City Council can include it in its planning discussions.
Maday reported the city engaged Moore & Bruggink to study the right-of-way and concluded that adding on-street parking on Cherry Avenue is not technically feasible without acquiring additional right-of-way or property. He said Commissioners may nonetheless keep that project on the CIP as a future desire while recognizing current feasibility limits.
Chairman Bill Elhart asked about overnight on-street parking in the Central Business District; Maday referenced the 2022–2023 Parking Study and said the city’s Parking Working Group will address overnight parking and other downtown parking matters when it meets Jan. 12, 2026.
Commissioner Rebecca Perkins pressed about Item #10 on the CIP list — public parking at 303 E. Main Ave., the former Main Street Auto Repair site. Maday said interim overnight parking has been implemented there for tenants and that the Zeeland Police Department regulates the location through overnight and interim long-term parking permits.
On Item #11, Commissioner Tim Klunder said traffic-warrant studies for the East Main Avenue and Centennial Street intersection determined it does not meet the standards for a four-way stop. Klunder said those studies were conducted after recent roadway improvements; Commissioners agreed to keep the intersection on the CIP list to continue discussion and search for alternative solutions.
The approved CIP list will be presented to City Council for its strategic planning; Maday said Commission approval at this meeting is intended to ensure the Commission’s priorities are considered by Council.
Motion record: Motion 2026.01 to approve the 2026 Capital Improvement Project list was moved by Commissioner Dan Klompmaker and supported by Commissioner Rebecca Perkins. Roll call ayes were CJ Otteman, Bob Blanton, Rebecca Perkins, Dan Klompmaker, Rick VanDorp, Tim Klunder, and Chairman Bill Elhart; nays none; absent Amanda Cooper. The motion carried.
