Applicant Tim Point proposes up to six manufactured homes on Frost Lane; commission schedules public hearing

Applicant Tim Point told the Orderville Town Planning and Zoning Commission on Sept. 24 that he would "like to do is place up to 6, manufactured homes on 2 separate prom parcels" along Cross Lane to create long-term rental housing.
The proposal would put the units on permanent foundations with separate utility meters. Tim Point said the homes he is targeting would be about 1,200 square feet with three bedrooms and two baths and that his rent target is "like, $1,500 a month." He told the commission he is assembling owner contact information and will provide the list for required notification.
Chair (S1) framed the project in the town's R-2 zoning context and noted that certain multi-structure projects require conditional-use review: "we have to take into consideration" the ordinance provisions and "if we list it, we have to give it," referring to how state law affects conditional uses. The chair said a public hearing will be held and that the commission will not vote to recommend approval or denial until after required reviews and notices.
Commission members and the applicant focused on several practical issues. Committee member S2 said Cross Lane is a "substandard road" and voiced concerns that construction staging and traffic could disrupt nearby businesses and residents; Chair (S1) recommended UDOT review the access and said the fire chief should sign off before the project moves forward. Tim Point said he planned to consult a UDOT contact and arrange any necessary appointments.
Panel members examined classification and precedent questions: whether three separate manufactured dwellings on a single lot amount to an "apartment complex," a condominium, or multiple single-family dwellings. Committee member S4 warned the proposal could set a broader precedent for R-2 blocks if allowed, while others noted the commission can make a similar-use determination under the ordinance. The commission's building official (S7) said a current survey is required for construction and recommended a survey within three years of any final plan.
The commission and applicant discussed setbacks and spacing. Tim Point described setbacks of about 10 feet from side property lines, 25 feet from the rear and road, and roughly 20 feet between buildings (effectively 10 feet of yard per side). Commissioners raised that existing sheds and lot geometry may require removing or relocating structures and that some yard/parking adjustments could require variances.
On construction, participants agreed the homes would be set on stem walls or poured foundations so that, once finished, the products would resemble conventional site-built houses rather than homes with only skirting. Meeting participants described common installation practice: pours of footings and stem walls, then rolling the unit into place.
Chair (S1) summarized next steps: the commission will schedule a public hearing next month, notices will be mailed to surrounding property owners as required for conditional-use review, and the town board and fire and UDOT reviews will be sought before any vote. The chair said the commission will then vote whether to recommend approval or denial to the town council.
No final decision was made at the Sept. 24 meeting. The commission approved routine procedural items at the start of the meeting (agenda and prior minutes) and adjourned after other business.
What’s next: The commission will hold a public hearing on the Frost Lane concept plan at its next meeting; further technical review (survey, fire chief sign-off and UDOT access review) will be completed before the commission takes a recommendation vote to the town council.
