HILLSBOROUGH COUNTY — An evaluation committee convened to review proposals for RPS26-0000194, the Hillsborough County Medical Examiner Facility Expansion, and ranked NETA Architects highest among the shortlisted teams.
Ashley Rogerro, the senior buyer for the project, opened the meeting and said the session had been publicly noticed and recorded. "My name is Ashley Rogerro and I am the senior buyer for this project," she said, and asked members to introduce themselves before the scoring began.
Committee chair Brian Lavy led the panel through the solicitation's evaluation criteria. Members scored each proposal against four categories: ability of the firm and its professional personnel; the firm's experience with projects of similar size and type; willingness and ability to meet schedule and budget requirements; and the effect of the firm's recent, current and projected workload. Panelists applied bonus points for SBE participation, past performance and volume of work where allowed.
Panelists discussed and reached consensus scores for each shortlisted team. NETA Architects LLC received the highest aggregated total, 91 points, after panelists cited substantial medical examiner and forensic experience and awarded three past-performance bonus points and five volume-of-work points. PBK Architects Florida Inc. scored 83, Pacer Associates LLC scored 79, and Long (Logan) Associates Architects Engineers Inc. scored 77. Ashley Rogerro said she would verify the recorded scores and provide the ranking of proposals following the meeting.
The committee confirmed it would follow solicitation rules requiring discussions with no fewer than three shortlisted firms. Rogerro reminded attendees that the procurement "cone of silence" remains in effect until the notice of intent to recommend award and the subsequent five-day protest period have passed.
The meeting concluded after members recapped totals and confirmed agreement on the scores. Rogerro said she would await the department's memo to proceed to the next procurement step.
