Hillsborough County panel ranks Ayers Associates highest in bridge engineering scoring

Hillsborough County selection committee members completed final scoring for RPS contract 26-00175, for Bridge Professional Engineering Services, confirming Ayers Associates as the top-ranked firm with a consensus score of 92.
Ashley Ruggero, the county’s senior buyer, opened the session and described the process for the round-robin score confirmation, saying the meeting was publicly noticed and recorded. She told the panel she would verify the agreed scores and provide the ranking of proposals after the meeting.
Committee members debated and made small adjustments to criterion scores during a firm-by-firm review. A member addressed as Jay proposed adding one point to Ayers Associates based on the contract manager’s interview responses; other members concurred and the firm’s total rose to 92. For TY Lin International and Patel Greene & Associates, members also added points across criteria for professional personnel and for willingness or ability to meet schedule and budget, producing revised totals of 91 for each. Volkert's score remained at 91, CDM Smith remained at 87 after members noted a prime-manager substitution they judged acceptable, and DRMP, Inc. remained at 86.
Dina, a committee member, said of Volkert: "Based on their responses, I'm okay with keeping the score the same." Jay summarized his reasoning for a proposed adjustment, saying, "I propose addition of one point based on the response which he is giving." Those proposals and agreements were recorded to produce the final consensus scores.
Ruggero reminded the committee that the cone of silence is in effect until the notice of intent to recommend award is issued and the five-day protest period closes, and that all questions must be directed to her by email. She said she would verify the recorded scores and publish the ranking and next procurement steps.
The meeting included a brief technical issue early on: an attendee reported poor video visibility and staff confirmed lighting for remote viewers before scoring began.
