Neighbors press traffic and safety concerns at BPO rezoning hearing on Hutchison Road

At the June 22 Zoning Hearing Master meeting, applicant Bryce Pinson presented Standard Rezoning 26‑0892 seeking Business Professional Office (BPO) zoning for a 0.87‑acre site in the Greater Carrollwood Northdale area. Development Services staff (Logan McKaig) recommended approval, saying the site’s size, location on collector roadways and proposed buffering make BPO a compatible transitional use.
Several neighbors spoke in opposition, citing heavy existing traffic and multiple accidents on Hutchison Road and Rawls Road. Arturo Palwood told the panel the site sits at a curve and “there is at least three to four accidents a month,” and other residents said the applicant’s map underestimates safety risks. The applicant’s traffic expert, Michael Yates, testified that Hutchison currently operates at Level of Service D and that the proposed office use would likely generate far fewer trips than many commercial uses; he said a southbound left‑turn lane would be required only if project trip generation exceeded 20 peak trips and that “we would not be anywhere close to that.”
Planning staff found the request consistent with the Comprehensive Plan and recommended approval, while several residents requested more protections or denial because of sight‑distance and parking concerns. The Hearing Master closed the matter for his recommendation to the BOCC.
