Cabell County Commission approves estate changes, resolutions, hires and budget in unanimous votes

At its Feb. 11 meeting the Cabell County Commission unanimously approved the removal and appointment of estate representatives, multiple resolutions including annexation and a TIF engineering bid, appointments to emergency planning, several CCEMS hires, and County Budget Revision #10; commissioners also clarified retirement sick-day counting after an executive session.
The Cabell County Commission met Feb. 11, 2016, and unanimously approved a series of routine and substantive items on its agenda, including estate administration changes, several resolutions and appointments, multiple emergency medical services hires and a county budget revision.
County Attorney William Watson reported that Pamela McCarthy agreed to step down as personal representative in the Estate of James Charles Evans; the commission approved removing McCarthy and appointing Gregory and Terry Evans as co-administrators. The commission also accepted the resignation of Carlie Hensley as co-administratrix of the Estate of Phillip McCallister.
The commission approved a resolution clarifying the county's spousal surcharge for medical and prescription insurance: county manager Beth Thompson explained the amendment removed Medicare language and allows the county insurance to serve as secondary coverage for eligible spouses while retaining a $200 monthly spousal surcharge. Commissioners also approved additional compensation of $105.20 for Assessor Irv Johnson for dog tag collections from December 2015.
Several resolutions passed by unanimous vote: approval of an amended intergovernmental agreement with Wayne County for the Western Regional Day Report Center; approval of the Tanyard Station TIF bid for engineering services (agenda item #946 had been stricken but the bid for engineering services was approved as item #947); annexation of approximately 8.135 acres known as Sadler Field in the Barboursville District; approval to pledge a temporary letter of credit by First Sentry Bank; and donation of a 2000 Ford Crown Victoria to the Ohio River Volunteer Fire Department. The commission also reappointed Chris Miller to the Deputy Sheriffs' Civil Service Commission and appointed Jessica Webb, Omega Thompson and Rodney Wren to the Cabell/Wayne Local Emergency Planning Committee.
On personnel matters, the commission approved hiring multiple per-diem and full-time EMTs and paramedics (effective Feb. 18, 2016) with hourly rates and names specified in the personnel resolution, and it approved County Budget Revision #10. Commissioners went into executive session to discuss a personnel matter and returned with no action taken in session; afterward they voted to direct that sick days accrued while employed by another entity not be counted toward Cabell County retirement. During Good and Welfare former employee Vickie Mullins asked about banking 142 state sick days toward county retirement; Commissioner Nancy Cartmill responded the commission could not count sick days from another entity and said retroactive payment would raise eligibility questions.
