Cabell County Commission approves routine business, appointments and EMS staffing actions

At its March 10 meeting the Cabell County Commission unanimously approved routine finance items, planning commission appointments and EMS hires/reclassifications, authorized an RFP for radio microwave equipment, and proclaimed April 2016 Fair Housing Month.
Huntington, W.Va. — The Cabell County Commission on March 10 approved a slate of routine administrative, personnel and procurement actions, including planning commission appointments, emergency medical services hires and reclassifications, and authorization of a request for proposals for radio microwave equipment.
The commission unanimously approved agenda items including purchase orders (#16-70669 through 1670970) and pay jackets, corrections for erroneous assessments, land consolidations, split tickets and probate documentation. Commissioners also approved minutes from Feb. 11 and Feb. 25 and ACH drafts for EBSO and HMBCBS weekly claims and administration invoices.
County Attorney William Watson recommended the commission set a hearing on removal of the personal representative for the estate of Jeffery D. James; the commission scheduled that hearing for March 24, 2016, at 10:00 a.m.
For county appointments, the commission appointed Randall T. Moore to the Cabell County Planning Commission and reappointed Dr. Cheryl Brown, Kim Cooper and Tony Martin to multi-year terms. Commissioner Robert L. Bailey moved the appointments; Commissioner Nancy Cartmill seconded and the votes were unanimous.
The commission approved a request for proposals submitted by Gordon Merry, CCEMS Director, for radio microwave equipment and associated systems installation to support emergency communications. It also approved the values set by the Board of Equalization and Review for 2016 and a purchase order agreement to replace Votronic batteries in voting machines.
Personnel actions included approval of employment for Robert Allen Carpenter as a full-time paramedic (effective March 11, 2016) at $12.5317 per hour and Adam Timothy Evicks as a per diem EMT (effective March 11, 2016) at $14.9548 per hour. Reclassifications approved included Tyler A. Endicott (full-time EMT, $9.4216/hr), Emili B. Garretson (full-time EMT, $14.9548/hr), Parrish Holmes (full-time paramedic, $12.5317/hr), Alison Williams (full-time paramedic, effective March 18, 2016, $12.5317/hr) and Craig A. Woods (full-time EMT, $14.9548/hr). The commission also approved a $0.20 additional compensation payment to Assessor Irv Johnson for sheep/goat tax collections in February 2016.
Other approved items included a Use of Courthouse Grounds Permit for a marriage ceremony on March 17, 2016, at 1:00 p.m., and a proclamation naming April 2016 Fair Housing Month in Cabell County. The commission placed several public service district minutes and reports on record and adjourned at 10:42 a.m.
All motions recorded in the March 10 minutes passed by unanimous vote of the commissioners present.
