Developer expands Tanyard Station retail plan; Cabell County Commission sets April 7 public hearing

Huntington, W.Va. — The Cabell County Commission approved an amended application for the Tanyard Station tax increment development district and scheduled a public hearing for April 7, 2016, after a developer told the panel he wants to expand the project's retail footprint.

Brent Roswell, owner of Interstate Development Corporation, told the commission he is from Barboursville and that strong tenant interest led the company to revise the project from 200,000 square feet of retail to about 400,000 square feet. Roswell said the expanded plan aims to maximize property use at the Tanyard Station site, with an intended ground-breaking in June 2016 and a goal of opening the first phase in spring 2017.

Commissioner Robert L. Bailey moved to approve the amended application to create the Tax Increment Development District to be designated "The County Commission of Cabell County Development District No. 2 — Tanyard Station Project No. 1 Plan" and to set a public hearing on the proposal for April 7, 2016, at 10:00 a.m. Commissioner Nancy Cartmill seconded the motion and the vote was unanimous.

The action authorizes a public hearing so residents and other stakeholders may comment on the tax increment financing plan and the proposed project plan. No formal vote on adopting the project plan occurred at the March 10 meeting; the April 7 hearing will provide the public record for any decision on creating the development district or adopting the project plan.

The commission took the action as a single recorded motion; no amendments or conditions were raised during the March 10 discussion. The commission's approval on March 10 only scheduled the hearing and approved filing of the amended application as presented.
