Cabell County Commission approves routine hires, budgets and permits; commissioners note conflicting accounts on online voter registration

At its April 14 meeting the Cabell County Commission approved a series of routine items including the employment of Gary Allen Long as a full-time paramedic (effective April 20, 2016) at $12.5317 per hour, and the reclassification of Jordan Walker to per-diem paramedic (effective March 7, 2016) at $12.6817 per hour. The Commission also approved Special Funds Budget Revision CCERC #2, Special Funds Budget Revision CCEMS #3, and County Budget Revision #13; each motion passed unanimously.
The Commission approved a Use of Courthouse Grounds Permit for the National Day of Prayer on May 5, 2016, and authorized advertising a public hearing on SARA Title III (the Community Right-to-Know Act of 1986) for the Cabell/Wayne Local Emergency Planning Committee. The Commission also approved additional compensation of $33.20 for Assessor Irv Johnson related to dog-tag collections and approved disbursement from the Dog Fund to assist the Huntington-Cabell-Wayne Animal Shelter after a request from the Assessor.
During Commissioners' representation reports President Anne Yon said she had been in contact with County Clerk Karen Cole and the Secretary of State's Office concerning an online voter-registration matter. Yon said County Clerk Karen Cole told the Commission that all citizens who had registered online and returned the required paper form had been successfully registered and would be able to do so until April 19, 2016. Commissioner Robert L. Bailey said he had been given conflicting accounts of the situation. Commissioner Nancy Cartmill said she could not understand how the Secretary of State's Office had arrived at a figure of 1,300 potentially disenfranchised voters if Clerk Cole's account was accurate; the minutes record these differing descriptions but do not resolve them.
